Start with the user task. A responsive website may cover it. An app becomes relevant when device features, offline work or the distribution model justify its additional release and maintenance requirements.
Support iOS and Android?
Both platforms can be part of the brief. The choice between shared and platform-specific code depends on device integrations, existing code, performance needs and the team that will maintain the product.
What follows the first release?
Include ownership of store accounts and signing credentials, user support, monitoring requirements and future operating-system changes. App-store reviews and external services also introduce dependencies outside the build itself.
